You will need to have a policy in effect during construction. Talk to your Agent about your options. When construction is finished, you can obtain a more normal homeowner's policy. The lender will require the policy to be in effect prior to funding the mortgage.

The Builder should be required to carry insurance as well. Make certain that proper liability and worker's compensation coverage is provided before any work begins. Determine who has liability for materials stored on site, and how the site will be secured. Review this with your lawyer and your agent.
